In February 2019, Lord Hayward withdrew an amendment to an unrelated authorities invoice, which if passed would have prolonged same-sex marriage to Northern Ireland, on opposition from authorities Lords. The invoice would “empower the Governor of each Territory to make adjustments to the regulation in the Territory to recognize the lawfulness of same-sex marriage and permit for the solemnization of marriage of same-intercourse couples.” It had its first studying within the House of Lords on 6 July.
